Quick answer. Agentic AI is software that plans, takes multi-step actions across business tools, decides under uncertainty, and escalates when its confidence is low — without a human driving each step. The four traits that make a system agentic are autonomy, tool use, planning, and uncertainty handling. An agentic AI system has four capabilities that distinguish it from earlier AI:
- Autonomy. It can take actions without a human driving each step. You give it a goal; it decides the steps.
- Tool use. It can read from and write to the systems your business runs on — CRM, ERP, email, calendars, payment systems, knowledge bases. Its outputs are actions taken in those systems, not just messages displayed in a chat window.
- Planning. It decomposes a goal into steps, chooses which tools to use for each step, and adapts the plan when reality doesn’t match expectations.
- Uncertainty handling. It knows what it doesn’t know. When confidence drops below a configured threshold, it escalates instead of taking action.
If a system has all four, it is meaningfully agentic. If it has fewer, it is something else with marketing — typically a chatbot or a workflow automation rebrand.
In a recent engagement with an Abu Dhabi healthcare clinic, the buyer arrived wanting “a WhatsApp chatbot for appointment FAQs.” The diagnostic reframed the request as a three-tool agent — calendar (read availability, write bookings), CRM (patient record lookup with PDPL-scoped fields), and WhatsApp Business API — because the workflow needed to actually do something, not just answer questions. We observe this pattern repeatedly: roughly half the buyers asking for chatbots are describing agents in chatbot vocabulary. How agentic AI differs from earlier categories

The practical implication: agentic AI handles the workflows that classical automation gives up on (too many exceptions) and that chatbots don’t really resolve (they just defer to humans).
What changed in 2024–2025 that made this real
Three things had to be true at once for agentic AI to move from research demo to production-ready:
- Models good enough at planning. GPT-4 (2023) and Claude Sonnet 3.5 (2024) crossed the threshold where multi-step planning is reliable on bounded business workflows. Earlier models could pattern-match but couldn’t plan.
- Cost low enough to run at scale. Frontier model API costs dropped roughly 95% from 2023 to early 2026. A conversation that cost USD 0.40 in 2023 costs USD 0.02 in 2026. The economics flipped.
- Tooling production-ready. LangGraph (Anthropic-backed), Pydantic AI, and the OpenAI Assistants API matured between 2024 and 2025. Prior agent frameworks were research code; current frameworks survive audit.
The combination is why “agentic AI” went from a 2023 buzzword to a 2026 government mandate. The technology stopped being a demo.
Where agentic AI fits in business operations
The pattern is consistent across sectors:
- Highest fit: Customer-facing operations with high volume and judgement-bounded decisions. WhatsApp triage, lead qualification, support resolution, scheduling, follow-up cadence.
- High fit: Document-heavy operations with clear rules but high exception rates. Customs documentation, insurance claims processing, compliance reporting, supplier exception handling.
- Medium fit: Internal ops with multi-system reasoning. Procurement coordination, inventory exceptions, financial close support.
- Low fit: Highly creative work (brand, product strategy, deal-making). Augmentation only, not replacement.
- Wrong fit: Fully deterministic workflows. Use automation. Open-ended creative work. Use humans. Heavily regulated decisions where explainability burden exceeds automation value (e.g., clinical diagnosis). Don’t use agents.

What changes between adoption and operation
Most failed agentic AI projects fail in the gap between “we adopted it” and “we operate it well.” The technology works; the operations don’t.
What you need at operation, not at adoption:
- Audit logs. Every decision the agent made, every tool it called, every escalation that fired. Examiners will ask. Customers occasionally ask. You will ask after the first incident.
- Drift detection. Agent quality degrades over time as upstream systems change, customer behaviour shifts, or your own workflows evolve. Without monitoring, you find out via complaints.
- Cost control. Agentic systems can run away in cost if input volume spikes or if a feedback loop traps the agent in repeated tool calls. Cost monitoring is not optional.
- Escalation review. Every time the agent escalates to a human is a signal — either the threshold is right and the human is doing the right work, or the threshold is wrong and the human is doing work the agent should be doing. Periodic review catches drift in either direction.
- Periodic re-evaluation. Once a quarter, re-evaluate whether the agent is still the right answer. Sometimes the workflow changes enough that the agent should be retired or rebuilt; sometimes the agent should expand into adjacent workflows.

How agentic AI relates to the Dubai mandate
