UAE agentic AI terms — defined.
- Agentic AI
- An AI system that can plan, take multi-step actions across tools, decide between options under uncertainty, and escalate when its confidence is low — without a human driving each step. The four traits that make it agentic are autonomy, tool use, planning, and uncertainty handling.
Reference → - AI Agent
- A specific instance of agentic AI deployed against a defined workflow with measurable outcome (e.g., a WhatsApp lead-qualification agent or a customs documentation agent). One implementation typically ships three agents in parallel.
- Tool Use
- The ability of an AI system to invoke external functions or APIs (CRM read, calendar write, payment authorise) as part of completing a task. Tool use is the difference between a chatbot and an agent.
- LangGraph
- An open-source agent orchestration framework from LangChain, used by AgenticOps for production-grade multi-step workflows with explicit state and control flow.
Reference → - Pydantic AI
- An open-source agent framework built on Pydantic for type-safe, schema-validated agent design. Preferred when strict input/output contracts and tracing are required.
Reference → - MCP (Model Context Protocol)
- An open protocol for connecting AI models to external tools and data sources in a portable way. AgenticOps uses MCP for tool integration when the client stack is heterogeneous.
Reference → - Dubai Agentic AI Transformation Programme
- A two-year voluntary government-supported programme launched on 4 May 2026 by H.H. Sheikh Hamdan bin Mohammed to move Dubai's private sector to agentic AI by May 2028. Delivered through the Dubai Chamber of Commerce. Provides training, incubators, and dedicated funds.
Reference → - PDPL
- UAE Personal Data Protection Law (Federal Decree-Law No. 45 of 2021). Applies to any agent that handles UAE residents' personal data. Key obligations: lawful basis, data minimisation, retention limits, and data-subject rights.
Read full → - DIFC Data Protection Regulation 10
- Dubai International Financial Centre regulation effective September 2025 setting AI-specific data-protection requirements for DIFC-licensed financial-services firms. Mandates ethics, fairness, transparency, security, and accountability — demonstrably so during regulatory examinations.

- Dubai Health Authority circular establishing the regulatory framework for AI in healthcare facilities, diagnostic systems, and patient-data handling. Operational AI (scheduling, documentation) faces a lower bar than clinical-decision systems.
- UAE AI Act 2026
- The federal regulatory backbone for AI systems in the UAE, in effect from March 2026. Sector-specific overlays are still being clarified by the UAE AI Office through 2026–2027.
- WhatsApp Business API
- Meta's programmatic API for businesses to send and receive WhatsApp messages at scale. Required for agentic deployments at any meaningful volume; the consumer WhatsApp Business app is not sufficient. Onboarded via Meta-approved BSPs (360dialog, Twilio, Wati, Gupshup).
Reference → - BSP (Business Solution Provider)
- A Meta-approved partner that handles WhatsApp Business API onboarding, number provisioning, and template approvals. AgenticOps works with 360dialog, Twilio, Wati, and Gupshup depending on client stack.
- Khaleeji (Gulf Arabic)
- The Arabic dialect family spoken across the Gulf states. Distinct from Modern Standard Arabic (MSA) in vocabulary and idiom. Consumer-facing UAE WhatsApp agents must handle Khaleeji directly, not just MSA.

- The Latin-script transliteration of Arabic with numerals (e.g., 3 for ع). Common in informal UAE WhatsApp messages. Production agents must detect and respond to Arabizi as a first-class input.
- RPA (Robotic Process Automation)
- Software that executes pre-defined steps in a fixed order (e.g., UiPath, Automation Anywhere, Power Automate). Deterministic — same input always produces the same output. Distinct from agentic AI, which is non-deterministic and adaptive.
Reference → - AgenticOps
- AgenticOps FZ-LLC, a Dubai-based UAE agentic AI implementation partner. Founded 2026. Delivers governed agents in 90 days for AED 220,000–550,000.
Reference → - RERA
- Real Estate Regulatory Agency, the regulator of real-estate brokerage in Dubai under the Dubai Land Department. Agentic systems handling lead qualification must surface broker name, BRN, and registered brokerage on first response.
Reference → - TDRA
- Telecommunications and Digital Government Regulatory Authority — UAE federal regulator for telecoms and digital messaging rules. Outbound WhatsApp marketing must comply with TDRA opt-in requirements.
Reference → - Confidence Threshold
- A configurable per-intent score above which an agent acts autonomously and below which it escalates to a named human. Setting the threshold is a governance decision, not a model decision.
- Resolution Rate
- The proportion of conversations an agent fully resolves without human handoff. Production WhatsApp deployments target 70–85% in the first 90 days.
- Prompt Drift
- The slow degradation of agent output quality over time as upstream prompts, model versions, or downstream tools change. Detected via continuous evaluation harnesses, mitigated via monthly operations review.
